There is no federal law. Tx will charge you with failure to appear, (misdemeanor) failure to pay, (misdemeanor) assess civil penalty and issue a bench warrant. They will not actively search for you, however, if you ever go back to Tx and get stoppped, you'll be arrested and have a huge fine to pay. The warrant doesn't expire and due to the Drivers License Compact, the database that allows states to share info, you will not be able to renew your oregon license.

Traffic ticket laws are state-specific, unless you receive them on federal land.

Tickets do not expire. Failure to pay/appear will result in a bench warrant for your arrest. Bench warrants never expire.

Also, note that both Texas and Oregon are members of the Drivers License Compact, which means they exchange information on driver's licenses and tickets. Nobody's going to come and get you over this, but it would affect your obtaining an Oregon driver's license, and definitely you'd be in trouble if stopped in Texas.

Tickets not answered (by appearing in court or making bail (which is the amount of the fine) are never DISMISSED! Will a State extradite you in order to put you in front of the Judge to answer the charges? No - but they will never go away.

FROM WIKIANSWERS:
What is the statute of limitations of speeding tickets in Texas?

As I understand the law, there would be a two year statute of limitations on charging someone with speeding. If a ticket has been issued the charge has been filed and there would be no statute, and any warrant for failure to appear would remain active until the charge is settled or dropped.

By the way - if you apply for a Drivers license where you are - you are supposed to turn in your other states DL - if you don't or pretend that you don't have any other - then you'll have swear that you don't have any other DL in any other name or state! Once they find out that you lied - you are going to be charged with a felony perjury charge. Also your insurance rates (if you can get insurance at all) will be sky high - as you signed a ticket promising to appear and you didn't.
