I need help/information for this project that our science teacher jumped on us:

You have just fount out that your neighbor has dismantled an old mobile home and buried it in the stream bottom adjacent to your property. Determine the legality of this and what your rights are as a landowner. Put together a plan of action and submit your plan to a teacher.

Then I have to:
Two paragraphs describing your findings and your proposed plan of action. List your sources.

And:
Write a one page letter to the appropriate person or agency outlining what violations (if any) have been committed, what the law states and what you believe should be done.

Can anyone help me find a source that would have information about this? I just don't know where to start, like what kind of laws could go against this...? Please help!

This is a science project???

I would look into issues of property law - for example, though it is not on your property, it may cause flooding of the stream onto your property (nuisance).

Also, there may be water law or environmental law concerns having to do with pollution, there may be endangered species put at risk because of the potential change in the course of the stream or pollutants from the pieces of the mobile home.

I would think the Environmental Protection Agency would be the agency to turn to. Perhaps their website will be a good place to look for some laws or regulations that might apply.
