"The Indian governments plan has not pleased western drug makers. They have long been annoyed with India's lack of protection for the western drugs patent coverage."

I.E. The drug companies want to make money from the millions they spend in developing new drugs, but the Indian government lets just anybody copy their new drugs withought paying the western companies for the right to make the copies.
