How do I get an icon file from another program?

I recently downloaded a program which created 5 shortcuts on my desktop. Every one of them is useful, but it felt so cluttered, so I placed them all within a folder. Now, I want the folder's icon to be that of one of its contents (as opposed to the default manilla folder icon.) I already know how to change the icon (right click -> properties -> customize.) I already know how to convert a file from png/gif/jpeg into .ICO file, but that's not what I'm looking for. What I need to know is how to somehow access the .ICO file's location itself from a program, and then use that location when browsing for an icon when customizing it.

I tried screenshotting the icon, deleting my wallpaper around it, saving it as a png, converting it to .ICO, then using that... but it came out very pixellated. Uck.
