How file class action lawsuit ebay for 5X ebay bucks for select stores?

Ebay has offered to have up to 5x ebay bucks back for select stores that ends June 29th. I am a powerseller and was never offered in this program. Ebay only sent out invintations to a select group of ebay store owners to participate in this program.
Who's eligible?
Only invited, registered eBay Bucks participants who receive the promotional offer from eBay in My Messages are eligible. Sorry, no forwarding--the offer is not transferable. The promotion starts at 5:00 PM PT on May 19, 2010, and ends at 11:59PM PT on June 29, 2010. Qualifying purchases are limited to those made only from the participating sellers featured on the promotion page on eBay. Purchases must be paid for with PayPal before the promotion ends. This program that was offered to only a select grough of store owner has hurt my sales and has hurt other store owners. This program should have been offered to all store owners that would have liked to have praticipated.

I don't know a lot about how class actions suits are filed... but do know one thing about them... if you had the money to file one you would't be on YA asking how to.
