A law is bill which has already passed. If it already is a law is doesn't need to pass.

I assume you talk about a bill Janssen proposed.
Nobody can tell you when it will pass. It is proposed legislation. It might pass, but it might also die and never go into law, depending how much support it finds among the legislators. They probably know this year whether it does pass or not. It also depends on legal challenges the law might have to face if it does get passed. I

You need to ask a magic8 ball or your favorite astrologer.

If it becomes law, it will be immediately challenged and suspended. Then it goes through the court system for another 2 to 4 years before it will totally thrown out on the supremacy clause of the US Government having jurisdiction of immigration law, not the states.

Even if it passes it will be held up by the courts just like the AZ law. For every proposed solution there are a bunch of busybodies working to make sure we never get a handle on the crisis.
