How many points does nc give for violation of Obedience to a Traffic Control Device?

I received a ticket for failure to obey a speed limit sign in PA. I am resident in NC. What are the penalties in NC for breaking an Obedience to a Traffic Control Device Law? Will insurance rates increase?
