How to get paternity test done?

My boyfriend is in a situation where what may be his daughter is in foster care. The mother is also in a group home until she is 21 (3 years). We have tried contacting his family and asking how to get the test done, but no one will tell us how.. But they told him he could be the father. The mother also has told us that no one has signed the birth certificate for the father of the baby because she had to many candidates for who could be the dad of her baby. We just want to find a way to get the test done without hiring an attorney because we can't afford it. We know what hospital she was born in and her name but have no clue what foster home she is in. If it makes a difference for state laws we live in IL. Any help would be great.
