I live in a building which is managed be a very large management company. In my building and many others there is exposed deteriating asbestos. Could this qualify for a class action suit

Yes. And that's very dangerous. You really should relocate.

in the U.S. - only if it's making (has made) people sick.
but.. they could be forced to remove it.
