I heard that certain members of the Texas Medical Board and Governor Rick Perry use narcotics and other controlled substances for pain, etc. Are these people addicts since they "use" narcotics for pain?

I do not think it is for pain. They take medication for their mental disorders.

Your second question is not legitimate. You must provide substantiation, not hearsay, as proof of the alleged activity. Then you may ask the second. Which, by the way, requires a negative answer.
