With a new business, in a construction field, you're probably going to end up at your state fund. How much, exactly, it costs, depends on exactly what you are doing - but you can bet that "minimum premium" will be at least $1500.
Insurance companies don't sell "stand alone" workers comp coverage - without writing the insurance for the rest of your business. And they won't write workers comp on a new business, with no insurance track record. And, there's no "bargain" with workers comp. There's no negotiation with pricing, until your policy hits at LEAST $25,000 in premiums - and then, negotiations will depend on your state, and your proven loss history - you'll need to have prior insurance for three years with no lapse.
