I'm confused by this guy's actions (guy from my college class)?

Last semester, I met a guy in my class (he's the one that hit on me. We hung out for the first time after class ended (December) and we chilled. He told me how he really likes me & wants to get to know me better b/c he sees me as a potential girlfriend. We had fun, nothing physical happened.

After that, he asked me on a date but never followed through with it BUT he continued to text me constantly and say things like "you're so beautiful" all the time. He completely & totally avoided me in person & never bothered to see me even though we both go to the same college.

A month ago, we were in the same area and he didn't even acknowledge me in any way like I wasn't even there BUT a few hours later he texted me! I should also clarify that he's definitely not the player/douchebag type, trust me on that one.

What is going on with this guy?
