I need information about starting a state wide petition?

I am thinking about starting a state wide petition in Tennessee. Is there anything I need to do to make it legal, and how many signatures do I need. I am starting a petition to require a realtor or anyone selling a house, to be required by law to tell you if there were any drug labs in the house's history. Here is a site to the Tenn. State Legislature:

You have a representative there like in Federal Government. Give them a call, they should help you out. You don't need a formal means of creating a petition just a formal means of delivering it to the right people.
