I Need To Set Up A Home Office With A Landline In The St. Louis Mo. Area. Can Someone Recommend The Best Provider?

I don't currently have a landline, just a cell. I'm looking for the best & most cost effective provider and plan in the St. Louis area. I would appreciate recommendations. Thanks, Dan

Actually, since the apartment complex I'll be living at already offers free internet access, I was. Actually, since the apartment complex I'll be living at already offers free internet access, I was thinking whether I needed a land line at all. But when I started looking at cell phones plans(I don't have one right now), I saw most large companies required you to provide a telephone number on their forms(some companies even required a primary and a secondary phone). So it's like you need to have a phone to then be given a phone? It sounds as ridiculous as a car sales person refusing to sell you a car unless you already own a car(which would prove that you are worthy of having a car?).
