It sounds like an excuse to me from the insurance companys perspective to avoid paying up, though I would get your facts sorted first. If it was me in your situation if I could afford to I would probably get the door fixed without making a insurance claim. Dealing with insurances firms can be a nightmare in less its really necessary and they don't tend to make customers lives easy.This will depend upon the laws in the country where you live. In the UK, this would be covered by the "loss or damage" section of your partner's insurance. (Unless you're insured with the people who use the phone on wheels - they give a whole new meaning to "no claims discount")
Ask them in writing for details of the "law" they claim prevents them from paying. Tell them that when you and your partner took out the policies, it would have been reasonable for a layman to expect the insurance to cover this contingency.
