If a cop is abusing his/her power, who should I call?

I am a law obiding citizen, I have absolutely no criminal record, and I respect the police officers who serve my country well.
But if one of them were to do anything to abuse their power or illegally inconvience me in any way, who should I call or contact?

When in contact in the field (especially at night) you say "yes, sir or no, sir".
The next day you get a complaint form or just write the complaint and send a copy to the mayor, and each member of City Counsel. They don't trust each other, so they will send it to police chief and internal affairs for investigation. Just be sure you deal in provable facts and not opinion.
