Having been to Roswell, New Mexico a few times, I'd love to see that happen.

Every month! Hoo boy. And the howls of protest from the recipients that we would have the unmitigated gall to suspect them of drug use! How dare we?! However, I do see our citizenry turning increasingly insensitive, such that I can see us either requiring such a qualification or simply cutting out welfare altogether and telling them to go beg.

The problem with that otherwise great idea would be the logistics of conducting that many drug tests-- Every month! Hoo boy. I would pass a law that would require any government agency to remove 2 existing laws before they pass 1 new law.
