It's already against the law to hire illegals. It's just not often prosecuted because you have to prove the employer knew the employee was illegal. That can be difficult to prove as long as illegals can get legitimate-looking documents.
I'm not sure how you expect every employer to be an expert at verifying documents, nor do I see how a national ID would be any harder to forge or any easier to verify than existing documents.
However, once you come up with these un-forgeable and easy-to-verify national ID cards that everyone will have to have, then we'll finally have no reason not to require them to vote. :)
