yes, it IS an answer. unless you can show me a sign that says, for example "2 hour parking only, unless the lights are off" you can assume the signs still apply when the power is off. the only possible exception I can see is if they use electronic parking meters; and the meters don't have a backup power supply. then a power outage would mean the metered parking was not enforceable.
