If u go to Mexico, do u still have to follow family court dates that are ordered in california?

My 22 year old son signed a paper saying his baby's mom could visit her dying grandfather in Mexico, but I don't see any time frame on the paperwork. Then she asked for full custody and only supervised visits for my son right after. She has had 3 excuses in one month for missing their court date and now it's extended another month, he has only gotten to see her a couple times... She is playing God. If she crosses the border does she still have to comply with calif laws? Please help!
