In NYS is No Distinctive Plate/Insecure/Dirty traffic ticket considered a fix it ticket?

Friend was pulled over for speeding, cop gave a dirty plate ticket instead. Is this a fix it ticket? My husband had a similiar thing happen a few years ago but was given ticket for light being out and had to fix it and get it signed my cet. mech. in a certain amount of time and had no fee. Withthe cop giving my friend a break and a dirty plate being to fixable it seems like that might be the same? Does anyone know this is NY. and how do you know?
