What states do you think have laws against mandating insurance?

Auto insurance for driver- No state makes it illegal to have.
Unemployment insurance - All states have unemployment insurance.
Worker compensation insurance - There are a few states that don't require workers compensation. I those state you can sue as any other damage claim.
liability insurance by cities town county, which every taxpayer pays - In many states local government can't be sued for damages and as such don't have insurance. Even in those states they have auto insurance government owned cars.
Federal old age insurance - Federal issue and the states have nothing to do with it.
