In the US, Does a citizen have the right to film other citizens?

I am speaking when on public property only. During the street and stuff, you know ;)
It's a free country so I don't see how the filmer is wrong, he can do whatever he wants.

But at the same time, the person filmed might want his privacy. I've seen a video where a guard is talking to skaters and they broke into a fight. The guard repeatedly asked the person with the camera to shut it off, but he continued filming.
The guard then charged him lol.

Who is mistaken? Him or the guard?

You can film or photograph legally from public property. You can't use their image for commercial purposes without their permission.

The guard was in the wrong.

Generally if its in public then yes you can film people. However if there are is a criminal proceeding involved, if there are underage kids involved or if the person(s) in the video are to be used for marketing purposes there may be rules requiring permission or not allowing it.

yes, but check your local state's statutes. I know that filming private government property is illegal and will get you arrested. Filming police officers is a hot debate right now, some want to make it a prosecutable offense, yet it is a right and neccessary due to bad apples s/a the officer from Canton Ohio.
