Is it a common law to have a birth certificate?

i have been learning about my straw man corporate legal fiction name. and i have heard there is no common law saying that people have to register a birth certificate? is this true?

The certificate which is prepared in time of birth and in which the information of the new born baby is record is called a birth certificate. It is so necessary i our life. Without it there arrive a lot of trable in the future life. So it is made the common low for all new born baby to prepare a birth certificate.
