Is it true Armed Law Abiding citizens shoot and kill more CRIMINALS than the Police do?

I remember reading that an armed citizen is 13 times more likely to shoot and kill a criminal than the cops are but I can't recall where I read it. While I can't prove it I do believe that is the case.
