Probably, but check with a NY Lawyer to be confident The only relevant law I could uncover is NY Penal Code 265.01, which states:   S 265.01 Criminal possession of a weapon in the fourth degree. A individual is guilty of criminal possession of a weapon in the fourthdegree when:(1) He possesses any firearm, electronic dart gun, electronic stungun, gravity knife, switchblade knife, pilum ballistic knife, metalknuckle knife, cane sword, billy, blackjack, bludgeon, metal knuckles,chuka stick, sand bag, sandclub, wrist-brace sort slingshot orslungshot, shirken or "Kung Fu star" Note that "cane swords" are specifically banned, which strongly suggests other swords are OK. I could discover no mention of any age limit.   However, you must talk to a NY lawyer to be sure. I make no guarantee to have scoured the law for each and every attainable statute. Further, even if it is legal under state law, it could very possibly be illegal under city ordinances.   Lastly, if it is legal, do not buy these cheap pieces of crap sold in Chinatown and so on. They are worthless. You can get a totally functional replica, produced with modern day techniques, for $500 or $600 on up. A couple of things - first, where is NYS? Second, where would you get a real samurai sword? Real samurai swords are made one at a time, by hand, and cost thousands of dollars. They are sold by sword makers and collectors to collectors. You cannot buy one in a store. Yes, it is legal to sell one. However, if it is real, I would suggest you take it, and its verification papers, to an auction house, where you can get the full value of it.

As long as they're dull you should be able to sell them to a 5 yr old if you want. Speaking of dull swords, I have a set imported from Japan. Who would you contact to get these sharpened?
