Is Thanet District Council breaking the law? Am i being conned?

I lived in Emergency Accommodation about 4 weeks ago, and I had to live in a crappy B&B.
The charge was £30 a night.

2 Weeks ago I moved into my own flat, however yesterday i got a phone call from my 'case worker' saying that i had left my key in my room at the hotel for two weeks, and that the hotel workers had to "break the door down" to get in to get the keys and they were charging me for every night because they couldn't let anyone use the room.
They said that I will have to pay out of my Housing Benefit, which i need to be able to have a flat (it doesn't fully cover the cost of the rent as it is).
She also said because I didn't inform her the fact that I was no longer homeless, it didn't count, and I was still registered homeless.
She also implied that I was trying to steal benefits because I was claiming housing benefit for two places at once.

I take issues with a number of the things she said, I will now list them.
1) The hotel didn't need to break the door down, they have a spare key, i know this because the gave me it to use one time when i locked myself out by accident, however I definitely did not leave my key there.
2) I informed several of her colleagues to the fact that I was no longer homeless, And I showed them my tenancy agreement to prove it, Also; in a phone call to my mother, she said that if i told one of her colleagues she would have been informed.
3) There was a clause on the terms and conditions of the Emergency B&B that if I didn't return to the accommodation every 24 hours then I would automatically forfeit the property.
4) Finally, when I went to the council office to inform the housing team of my tenancy, I asked about housing benefit and they said I HADN'T applied for it, however i got a letter through 2 days ago saying I got it. I Never filled in any form regarding housing benefit for this property.

Can SOMEBODY tell me what on earth is going on?!?!?!

2. You should have called her personally and made an appointment to see her at which time you could formally advise her that you were no longer homeless
4. You cannot possibly get Housing Benefit without applying for it. It is actually not so easy for those who do apply to get it promptly
Go to your Citizens Advice Bureau as my experience of London council homeless person's units suggests you are rather confused.
You are not charged for Emergency Accommodation - Housing Benefit pay for it but only after you have signed the form. Landlords get rich by letting their properties to the council for emergency accommodation use because they can charge the council whatever they wish. A young friend once occupied emergency accommodation which I helped him move into. The room was a shabby £70-£80 type of room, but the landlord was charging £375 and that's what Housing Benefit were paying
