Is the California "Spare the air" Campaign a Scam or What?

the spare the air regulations adopted in the san francisco bay area, are in itself a scam, california politicians dont care about our air quality, all they care about is helping PG&E make extra money during the cold winter months & in turn secretly getting kickbacks for such crooked regulation on the backs of taxpayers. Can a Taxpayer formulate a Federal Class Action Lawsuit in Federal Court Challenging the Legality of the Air Quality Management Board the Dicision Maker if i can or cannot burn wood in my fireplace? consider this: they BAN use of firewood in home fireplaces IF you have no gas or electric space heater to use (profit for PG&E) yet there are all these 10's of thousands of gas powered vehicles that are not subject to the spare the air reguations and they are polluting the air more than people who use their fireplaces at home.

This seems more like an opinion, rather then an actual question
