My Criminology professor is teaching that the UCR is now mandatory for all U.S. states; however, I can find no evidence online of this being true. Everything I've read online says It is not mandatory for an agency to report anything to the UCR. All reports to the UCR are strictly voluntary. Is this info now outdated? My professor has been wrong before..

Just check the official site FAQ page and you will find:
AGENCY PARTICIPATION

Is UCR participation mandatory?

No. Participation is voluntary.

To what extent are crime statistics reported to the UCR Program?

In 2007, law enforcement agencies active in the UCR Program represented more than 285 million United States inhabitants—94.6 percent of the total population.

Also,
Departments do not report directly to UCR. They report to a state agency that reports to the FBI.
My state it is mandatory for all departments to report part 1 & part 2 crimes. I have heard of states that only demand reports part 1 crimes.
Many other states it is not mandatory for individual departments to report so the info can be passed on.

My state, Illinois, does not get rapes reported in the UCR stats. That is because we collect much more detailed info and have a completely different an more modern definition of the crime than UCR does.
Heard the FBI is trying to change the definition.
