People NEED governing This is why we must hold people accountable.   Our problem is that we never let them redeem themselves.   if you?re not responsible who or what is?   We have places for people that are not responsible for their action and you?re right, they?re insane asylums.     Insanity os doing the same thing over and over, expecting a different result. Your main Problem is finding that person you as you say has A "sound mind" The Holy Bible disagrees with that claim... The Holy Bible is very clear on the idea there is NO MAN that has what is really called 'a sound mind' and this is found in Romans   3:23   For all have sinned, and come short of the glory of God;  Also notice in Romans 6:23   For the wages of sin [is] death; but the gift of God [is] eternal life through Jesus Christ our Lord.  We do NOT have any kind of a "sound mind" That "sound mind" is in Jesus Christ The Lord it is ONLY Through our relationship WITH CHRIST that we have any soundness of mind at all, if it was not for Christ we would be without ANY HOPE AT ALL, And "yes" we are responsible for our actions, but the ONLY "ACTION" We have to be responsible for is accepting what Christ has done for us already, that is given us salvation 'as a GIFT' its not hard its a gift "IF" Ye Love me [then] Keep my commandments [not suggestions by the Way] we are all responsible for Christ death on The Cross as its OUR sins Yours and mine that put Him there and "EVERYTHING DEPENDS" upon what YOU PERSONALY do with Christ. Our best efforts to "have a sound mind" as you put it is described in Isaiah   64:6   But we are all as an unclean [thing], and all our righteousness's [are] as filthy rags; and we all do fade as a leaf; and our iniquities, like the wind, have taken us away.  But Your Lord and God has not given you with No Way out, there is ONE WAY AND ONE ONLY, and you can find this Way in Free on line bible lessons at www.amazingfacts.org hope to see YOU at The Feet of Jesus Christ The "ONLY" Way out of this open grave called Earth, God bless take care.
