Is there law of Compulsory treatment for drug addicts in the USA?

If so, how successful is it?
I just saw a program on Russian TV
They have 6 milllions of drug addicts. With a population of near 143 millions
And no law

Some of the more liberal states have drug courts that often require addicts to go for drug tests, attend groups, go to therapy, or even enter a residential rehab program. The conservative states simply lock up drug addicts. That's why the conservative states tend to be higher in crime and social problems, sort of like Russia.
