Is there states that you are allowed to just take the written test?

My mom said when she got her drivers license she was over 21 and all she had to do was pass the written test but i'm skeptic to believe the rules and laws have changed back then she's over 60 and looks 46, but my question only refers to the states that only have the written test, i already passed the written test at a driving school but the driving school i went was closed down permanently when i went back later on, i took the drivers test in driving school when i was 20 i went to see if it was there when i was 27 right now. However i have been practice driving behind the DMV's back without taking the written and drivers tests my dad worked for EVOC (Emergency Vehicle Operations Course) for LAPD. Yes i live in California. I'm 27 turning 28 in this August 16th. So i'm still wondering if it's possible to take the written without the drivers test and if not i wonder if i can take the drivers test after the written because i'm confident of taking the driver's test. the years i practiced driving behind DMV's back is 3 years. I know it's against the law but honestly my dad taught me the hand shuffle steering which is the more clever technique in driving because you don't restrict your steering on the wheel that much. I keep taking the online sample tests over a million of times and still get 3 incorrect answer in a random order.

I don't know of any state that doesn't require a road test for a first-time driver. The DMV wants you to demonstrate your ability to drive before they issue you a license and turn you loose on society.
