Is this story idea good?

Okay, this story is a fiction/action story I don't have a name yet but the basis is about a giant explosion known as The Grand Collapse, which nearly killed half the population of Alftale, England for 10 whole years. Many people started to rebuild their nation and eventually created a government that at first was called the Regional Brotherhood. It is now greatly advanced. About 10 after the collapse, later a young boy named Claude who lives in Alftale, England (made up city), with a hulking mass of about 16 million people in a structured government that no one, not even Claude knows is corrupt. Each person has a "lockets" that gives them usage of day to day functions in the world. There are 3 classes of citizens are known as the "Fortunates" (the wealthy well-to-do families highest class) the "Centres" (the middle class) and the "Unfortunates" (the poor class which Claude is in). The government is now called the "New Academy Region" which holds a discreet dominion over all citizens. The NAC's (New Academy Region) president wants to set up a survival game because 18 lockets are considered to have hidden devices that were augmented and modified, and are potentially dangerous to their company, the citizens of Alftale, and the users themselves.Claude has one of those devices, and has been watched by the NAC as well as the other 18 who were also being watched. Claude is summoned by the NAC along with his younger brother Cooper, and his childhood friend Selena, who are both carriers of the 18 lockets. They are asked to fight to the death along with the other 15 locket users and will be crowned Ruler of the New Region of Alftale, England. If the users refuse, they will be killed. Claude of course doesn't want this, and doesn't realize what the Regional Brotherhood's true motive is, but he desires to fight for the sake of his brother, Selena and whomever he meets along the way who he considers an ally.

Brief description of the lockets:

Lockets: Special technological devices used for everyday life and security for the government. The NAC issued each citizen a locket that performs the functions that are needed to survive within Alftale such as worldly coverage, job applications, industries, government issues, and tools. However, after the Grand Collapse, 18 of the lockets were genetically altered, and had unusual abilities and functions. If news broke out of the lockets malfunction, it would put people in a state of panic. The lockets are also bound to the user, and cannot be broken unless the user dies, or the locket's core is broken from the inside. The NAC won't tarnish their reputation, so they'd ask others to destroy them, and their users cannot be free unless they kill each other.

(might not make sense, I'm still working on it in my head.)

Main Characters:
Claude Wiles: The main character of the story and the user of the "Bronze Locket". He is both street smart and book smart and has a strong sense of justice for his people, and deeply cares for his brother. He works as a paper boy for a newspaper called: "The Ephemeral Forecast". He is incredibly impulsive and reckless, but has a strong sense of justice and right and wrong. He attracts all the wrong people, but because of his recklessness, it saves the lives of most people, and is unusually humble despite his lack of riches. He doesn't show much care for money, because he believes that money is a "one dimensional" substance, but the things it can do when put in the right hands makes it worthwhile. His father is deceased, but greatly takes after his mother whom has beautiful blonde hair and brown eyes (inherited from his father) as he does. His locket contains a metal armed sword, a handgun and rope. His locket was given to him by his father before he died, and he treasures it always.

Cooper Wiles: The younger brother of Claude. He is very shy and timid, and is not as open as Claude is. He is the user of the "Iron" Locket, which contains a sniper rifle, a dagger, and an empty flask. At first he is scared to take part in the battle, and makes an alliance with his brother as they are separated from each other once the meeting of the 18 locket users finishes. He is very skilled at cooking, and sewing and can make origami cranes very well.

Selena: Childhood friend of both Claude and Cooper. She can be very nosy and presumptuous at times, but deeply cares for Claude. She is also very eager, and focused to a specific task despite becoming involved in the survival game. She is the user of the "Platinum" Locket, which contains a pole-arm, a hand grenade, and a medical kit. She is skilled in martial arts, and can handle herself in combat when up against men or women.
(these are just the main characters for now, I have to think of some more.

It's a good and original idea!
I just didn't understand the lockets: the functions? why do they need lockets? where are the lockets?
I think Claude is a bit stereotypical though, and a bit too perfect maybe? You might want to add some flaws, if he's too perfect the reader will be bored!
Also, I don't understand the part about Alftale, so this explosion is only in Alftale? Does it mean that the rest of the world just continues the way it is in Alftale creates this new system? Because that would be very unrealistic, there would probably be British and American army trying to attack Alftale and etc...Just sort out these few (and maybe more) plot holes before you start writing!
But I really enjoy your idea :)
good luck ;)

Edit: Although, I have to say it is quite similar to the hunger games, like another user said. They're both dystopian, but that's not rare for a book recently... I think Claude's family is similar to Katniss'. The deceased father, Claude taking care of his mother a lot, the relationship between him and Cooper (you said Claude deeply cares for him? like a bit over-protective?) and Cooper is quite similar to Prim himself, being shy and timid and not wanting to participate in war but wanting to cook, heal and etc? I might be mistaken though :)

Hi there. I think that idea is pretty good, although, don't you think it's *kind of* similar to The Hunger Games?
