Can a person be defined as a ship? The fact that you're asking this question suggests to me that you've run across my mother-in-law.

Can you give us any context for why anyone would need to do that? Are you talking about transport by a person in the water? Or collision with a person in the water? Or something related to international maritime laws? Any agency can define just about anything in particular ways to suit their needs. Do you have some particular agency in mind?
