Laws regarding emergency service / tenant access in florida.?

Can any one tell me if it is legal to make a fence around a property with no opening through that property, that would prevent as a result prevent access to emergency services Fire ambulance police etc.

I'm sure it is not but a point in the direction of the Florida law for this would be great.

Also in Florida are there any laws that require a landlord to give access through his property to a building on his property, and again if you could point me to the exact law for this that would be great.

If there were a fence with no opening, how would tenants get in (or out?)
