Liquor License Application By Having An Expungement

I'd an offense eliminated. It had been a felony robbery... cant remember if it had been a "confidence" as it was almost two decades previously. I dont believe I had been "charged", but I'll find out the paper-work to see.
Concerns re liquor permit program:
1) Will the regulators that my background-check run into my previous history though it has-been eradicated?
2) after I utilize, may I check the box that states I've "never" been convicted of the prison... assuming I had been charged?

Found the info on my past arrest.
I was not convicted.
Was released on supervision.
