I've been studying the files.  I can not uncover anything with regards to this.  There's nothing at all conclusive about voting needing to happen in obtainable meetings. 

And there's zero analysis on strategies regarding my condition to be a Panel member. 

For this explanation I posted right here. Before I browse and attempt the Condominium Operate or seek the advice of an attorney.

What is created to occur, offered assembly and/or homeowners current, is most likely spelled out in your constitution or the CC&Rs of one's HOA.  If youare around the BoD you need to know about the guidelines and if not, you need to have use of that data.  Have you study the rules?

What has the process been for non-Board members who request approval for their proposed projects?  Or are you the very first person to apply for anything?

In my opinion voting is meant to be achieved in open meetings but attempting to discover without a doubt. It's uncertain within the documents. 

For my scenario they banned me in the assembly/viewing because it was my terrace. I'd believe I might be present simply not vote for to turmoil of interest. 

And I believe the election must have occurred at an available assembly. Simply attempting to verify before I tackle this using the board.

When the CC&Rs and bylaws don't mean this out, then you need to demand that you be incorporated for the viewing and/or vote.  When the election has been already obtained, and I believe it's and went against you, then you need to now figure out if you've any appeals accessible or any option if the BoD didn't follow the rules.  If you can't find something conclusive in the CC&Rs or bylaws or if you don't comprehend them, take-all of that data to a lawyer for review. 
Are you a comparatively new board member and have you not yet participated in just about any ballots from the board on such issues?  If you've chosen before, what were the methods so far as open meetings?  Individually I'd be amazed if an open assembly was needed as numerous of those HOA's are run like dictatorships anyway.  Might we safely assume that the election went against you?   If it did, what would you like to occur and how much cash are you prepared to invest on lawyer's costs?  You do understand that if a match were to be submitted that the HOA would need to react, investing HOA cash to protect?

You are on the board and you don't know what your CC&Rs and bylaws say about this?
Don't "think."
"Know."
And you get to "know" by studying the CC&Rs and bylaws.
We sure don't know what they say.
