Missouri Traffic Law?

Ok so I'm a 16 year old boy who just received a ticket for careless and imprudent driving. I have a court case that I'm suppose to be going to in a couple months. I also plan on hiring a lawyer. The driver that I hit was talking on the phone while he was hit. This means he did not have both hands on the steering wheel which violates a Missouri law that states you must have both hands on the steering wheels at all time while operating. Because of that the driver I hit was also careless but did not receive a ticket. With this given information, is there a possibility that my ticket could be changed by a good lawyer to something else that is less dangerous like a nonmoving violation?

You may be able to get it reduced to something, however the court case is about you, not the other person. The law you claim saying you must have two hands on the wheel is not true. No such law exists in MO. Also, there is not a ban on talking on the cell phone in MO.

Officers have discretion on whether to ticket a person or not. What the other person was doing is irrelevant and has nothing to do with your case.

What the other driver was doing in no way affects your case. He did not get a ticket because the police officer did not observe the offense.
