My attorney wants me to settle my personal injury case?

My attorney keeps telling me to settle my case i was rear ended while i was waiting for the red light in my work vehicle i was hit. I had whiplash and a few bulging disc. Workers comp lein of $11,000 the insurance top dollar is $9,000 they say they wont go higher something doesnt add up and my attorney wants me to settle then he can work some kind of deal with workers comp ?? Or he said we can move to litigation. I dont know what to do i nees to get some money too would it be possible for me not to get a penny from this ? I am confused any advice??
