There are so many things wrong with this picture that it's hard to sort out how to help you. First of all you need to get rid of that old "dominance" theory. It's been debunked for a long time now with every professional trainer that I know, including the American Veterinary Society of Animal Behavior which issued a position statement warning members vets not to refer to trainers that use that method of training as it was creating too many aggressive dogs. (Too bad Cesar did read that)
Before you do anymore work with this dog, you need to work on getting his attention and teaching him a reliable "come" command.......this way.....http://www.dogtrainingbasics.com/come.html
You can use treats or not, but if you decide to continue with the treats you do not stop until the dog is reliable. When fading the food it is done in increments of 1, then every other time, then every 2nd time, then every 1st time, then 3rd etc. The dog is supposed to never be sure when or if he will get a treat. This makes him work harder at pleasing you. No good obedience trainer will ever completely stop using treats.
You need some serious training help here, and the training you get from Petco or Petsmart is simple pet training......you are way past being able to control your dog with that kind of trainer.

They have professional trainers and are much less expensive than Petco or Petsmart.
In your situation, do not hire a professional trainer to do this for you, you need to learn how to control the dog yourself. Many times a hired trainer can get the dog to perform well for them, but after a few weeks back home, the dog reverts back to its' old self, which actually negates the training you paid all that money for.
If you can't afford any training help, then use these two sites to fix the problems you have, making sure not to try to do too much too soon. Concentrate on one thing at a time or your dog is very apt to "turn you off".......which you have already seen. This dog is not stubborn it is simply confused.....that's what you need to fix.
