Need Comments On Recently Completed Mortgage Loans From Los Angeles Banks

I have a friend who is a part-time home buyer. He is looking for a mortgage loan with a bank. Has anyone recently completed a part-time home loan with Union Bank of California, Washington Mutual Bank, Bank of America, Citibank or any other local banks in the Los Angeles area? Just wondering where I can direct him since the lenders have all tightened up their lending standards. He has a FICO score in the 700's but does not qualify for low income loans and wants to live on the Westside(Santa Monica, West Los Angeles). Thanks for helping out if at all possible. Keiko :)
