In most areas there are by-laws set-up that prohibits a dog to roam freely. That's why leash laws exist and a fully fenced backyard is strongly recommended if not mandatory in the interest of public safety. Police officers have got away with shooting a dog that they deemed dangerous. There might be a by-law that prohibits owners to allow their cats to roam freely as well, that's the by-law in my area. Please keep your cat indoors until their dog is secured, cats shouldn't roam off your property as to avoid risk that all too often results in a tragedy and heartbroken petowners. My daughter's friend's cat was killed by a dog earlier this year. Some dog owners are irresponsible and your neighbor is lucky (dog too) that the dog didn't end up dead. If you shot the dog on your property, you'll win the lawsuit. The dogowner will not be able to successfully sue you.Keep the cat in doors and that will solve the problem. If you don't this will happen again. Only next time your kitty may not make it.
There are leash laws for dogs but not for cats. If the dog wasn't leashed then why didn't you come back with "your dog needs to be leashed or can't get on to your property". If this was the case then your neighbor should also have been ticketed.
Keep you cat in doors so things like this don't happen. If it isn't the neighbors dog then it will be someone else's dog. Take you choice. You can't protect you cat from everything if you let it out doors.
