Those are some low lifes. You can also put an ad up for someone to adopt her through you. Charge no less the $25. Evil people won't pay money to use it for cruelty. a free cat will be torchered and maimed. So be kind, be humain, and find her proper shelter that won't murder her.
Don't call the animal control, they'll just kill her.

Please DON'T ring the RSPCA - they do not have a No Kill policy, despite what you may believe and any stray cat has only days before they put them to sleep.

Please check the attached link for your local Cats Protection or Independent Cat Rescue, they will come and collect the cat (it will be helpful if you can get him indoors for them?) and re-home him.
