Why do authoritarian regimes discourage economic freedom and investment?

Makes absolutely no sense to me? Why? Believe it or not, even China & UAE have heavy regulations and restrictions.

What happens to old apartment blocks when they need to be knocked down?

There are some old apartment blocks near my city. These apartment blocks are probably going to make way for newer developments in the future, but I'm thinking about buying one for investment purposes.

However, what is the procedure for when an apartment block gets knocked. With a house, it's easy, the owner decides to knock it down and then build a new one on there.

My ex husband got a car loan then defaulted on it all BEFORE we got married.
