Odd cop behavior at traffic stop?

I was driving from san diego to bakersfield about a week ago and I got pulled over and given a speeding ticket. I was being harassed by another car on the road which was why I was speeding. The cop spotted me and turned his lights on and started to drive but suddenly stopped and then proceeded to follow me for a minute or two without lights on and then all of a sudden put them on and pulled me over and wrote me a ticket.

Is this normal behavior? I plan on fighting the ticket since I was being harassed by another car could this help me get out of the ticket? Either way it made me feel very uncomfortable and even more nervous, thanks for the help!

the cop you dealt with is a pretty big D-bag. fight the ticket

Take it to court. If you have a clean driving record you may beat it. But they need the revenue! So hard to say. And the federal guide line reads you shall speed for NO reason. Good Luck.
