Does an apartment complex have to have an onsite manager?  The apartment is in Round Rock Texas.

Not, not necessarily - it might be managed by someone at another property or by someone in a central office. In my experience(I don't live in Texas and am not familiar with the landlord-tenant laws in Round Rock), there aren't laws requiring an on-site manager at an apartment community.
