PA marriage laws, Minors?

This is a complicated story, but here it goes:
My Gf is 16 years old, she lives with grandparents, where she is physically and verbally abused daily. She is pretty much their slave, literally (she gets hit if she messes up one thing, or doesn't do something 100% correct. If dinner does not taste correct, she gets hit) We have been dating over 2 years now.

She does not live with her mother, which now lives out of state, but they are still close. She is unable to take care of her daughter. PA law says, that if you are under 18, you must have written consent from a parent or guardian, to get married. Since her mother no longer has guardianship, can she still consent to this?

My family, and most of her family knows the situation, and are very supportive. I will still be going to college, my uncle is going to be giving us a place to stay, very close to the school.
