If you are riding in a car that is pulled over, and the officer asks for the licenses of everyone in the car instead of just the drivers, are the passengers legally obligated to hand over their ID's? Please give a citation for your answer instead of just yes or no.

You are not obligated to have a driver's license unless you're driving. If asked for one when you are a passenger you can say that you don't have one or simply refuse to give it to them without probable cause or a search warrant.

No one is obligated to have any sort of ID at all. Now if you want to get a job or cash a check or actually DO stuff you're probably going to need ID sooner or later, but it isn't required just for sitting around and breathing.

Couldn't tell you about FL, so sorry if this doesn't do it for you.
