If you kill someone that is on death row and is going to be executed in an hour anyway, will you still be charged with 1st degree murder and be put away for life with no parole?

Yes, because a person has no right to take the life of another without justification, such as in self defense or in defense of another. The fact that you killed a death row inmate with one hour to live MAY be a mitigating circumstance during sentencing.
