Rental property rules? etc?

im renting a regular main house but in the rear yard the previous owner built a complete yet separate mother in law unit but was done without permits. (ceiling is only 7' high).
a property manager said they wouldnt help me with this unit in the rear do to liabilities?
I want to rent it out anyway, what problems could i face?

You cannot rent it out if the landlord wont rent it to you and if he agrees to that, and someone reports the illegal rental, landlord would be fined by the city and the tenant has to vacate immediately.
